CHARLESTON, WV
- Gov. Jim Justice issued a proclamation today ordering that all United States and West Virginia State flags displayed at the Capitol Complex in Charleston, WV, and at all State facilities throughout Ohio and Marshall County, WV be displayed at half-staff from dawn to dusk on Thursday, November 1, 2018, in commemoration of the distinguished life and service of West Virginia Senior Status Judge and former West Virginia Supreme Court Justice Arthur Recht.
