CHARLESTON, WV - Gov. Jim Justice has ordered that all West Virginia State Flags on state-owned facilities be flown at half-staff from dawn to dusk on Tuesday, Dec. 19, 2017, in memory of former Delegate Frank Maxwell of Harrison County.
